The pace bowler has claimed 309 wickets in 71 Test matches with an average of 22.10.
Australia's chair of selectors Bailey has stated that skipper Cummins will play a "major part" in the upcoming historic rivalry.
There were concerns that the 32-year-old might be unavailable due to a persistent back stress problem that was still troubling him.
Previous updates from the Australian camp suggested no official announcement had been made regarding his involvement, with the extended contest set to start on November 21 in Western Australia.
He revealed that the captain is progressing and remained hopeful about the likelihood of taking part.
"We know that time is getting short and various factors around that, aside from the physical problem, but other factors as well," Bailey remarked.
"The outlook is good. We firmly believe that he will feature a major part. With luck from the opening match. Should that not happen, then we'll pick it up."
Previous Setbacks
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals in the previous weeks after medical tests showed a lumbar bone stress.
There is a track record of spinal problems, with flare-ups in several earlier campaigns leading to absences from three Australian summers in a limited period.
Cummins stated he would be proactive in his approach in his rehabilitation process to ensure his availability for the Ashes.
Bailey noted that there was no confirmation if Cummins had begun bowling as part of his comeback but acknowledged it was "becoming urgent" for him to be fit for the first Test.
Contingency Plans
If he's unavailable, former captain Steve Smith will lead the side.
Versatile player Green was recently pulled out from the national team for their limited-overs matches against the subcontinent side as a safety move because of an abdominal issue.
The selector characterized it as a "slight concern and confirmed that he'll feature in the state-level matches, so will be "in a good place to be ready to bowl."
"Extensive planning has gone into developing the strategy for him to participate for the first Test as an dual-role player," he elaborated.
"He was only going to play the starting games in any case. How he handles the cricket bat in white-ball cricket, should it hinder progress for 24 more hours, we just made the decision to adopt a safer strategy."
