Congressional GOP Embrace President's Call to Overhaul Affordable Care Act

American senators are working through the weekend for the first time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to recede as GOP senators floated a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.

Growing Consequences of Government Shutdown

The effect on US citizens from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

Trump's Proposal from Golf Course

As Saturday's meeting got under way, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators welcomed the plan, which is similar to a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the consumer," one senator said.

Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Response

Opposition senators expressed alarmed responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I welcome your support for universal healthcare."

Ongoing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to terminate the shutdown in exchange for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an offer to reopen the government and continue the subsidies for a year.

Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the future of the tax credits.

"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of eight Democrats to restart the government, and the concept of eliminating and replacing Obamacare with HSAs is improbable to earn a solitary Democratic vote.

Several observers indicated that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover individuals with pre-existing conditions.

After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that failed to secure enough backing in 2017.
